This shows you how many FPS you get, when you turn vSync on.
Every application that renders more frames than that will cause screen tearing and wastes power.
If you get higher values here compared to your applications,
it indicates that your computer is not powerful enough to run said applications at full speed.
You can try to reduce some graphic settings.
This tool does almost no actual rendering work so it most likely is the physical upper limit of your setup.
Be aware that some browsers will not go over 60 FPS even if your setup can handle it.
Chromium based browsers are known to work.
